Essentially what people normally think of, when thinking about Capabilities, map to the Methods of MAGIC. Essentially, the highest level of a Capability is defined in terms WHAT it is required to do, without any thought as to HOW it will be done. Having defined WHAT the Capability needs to do, we can then move on to defining HOW a Capability will achieve its ends.
