Pragmatic's Frameworks are object oriented in nature, therefore each lower level framework extends (sub-classes) the higher level framework.

So, while PEFF covers topics that apply to the whole Enterprise, those topics apply equally to the Transformation Capability and the Enterprise Architecture Capability. Similarly, while POET covers topics that apply to the Transformation Capability, those topics apply equally to the Enterprise Architecture and Engineering Capabilities.
