On the left is the input. Measures, which drove the
Assessment (against those measures), which created the Motivation, to perform
the Actions of this step.
For all steps (Except Step 0) the input on the left comes
from the previous step. For Step 0, the input on the left comes from outside
the Enterprise (the Enterprise's Context).
